BACKGROUND: TheInternational Rescue Committee (IRC), one of the worlds largest humanitarianagencies, provides relief, rehabilitation, and post-conflict reconstructionsupport to people affected by natural disaster, oppression, and violentconflict in more than 40 countries. The IRC is committed to bold leadership,innovation, and creative partnerships. Active in public health, education,livelihoods, women's empowerment, youth development, and protection andpromotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya inSeptember 2016 as the humanitarian situation in the country was deterioratingfollowing the 2014 civil war. Since then, the IRC has broadened its portfoliowith health, protection, and governance programs aiming to employ a holisticapproach to meeting the needs of crisis affected and vulnerable communities tosurvive, recover, and gain control of their futures. The IRC has been working to expandits multi-sectoral reach in areas of critical need in Libya and in theseefforts houses a Grants & Partnerships Unit (GPU) to support the design of,fundraising for, and management of quality, responsive programming withambitious goals for work in partnership with local actors.
SCOPE OFWORK/JOB SUMMARY: TropicalStorm Daniel struck the eastern coast of Libya on September 10, 2023, withstrong winds, heavy rainfall, and flash floods causing significant damage andloss of life. Several locations were heavily impacted as the storm led dams toburst resulting in high number of deaths, mass displacement of people anddestruction of property overwhelming local capacities. IRC respondedimmediately and launched an emergency program aiming at providing life-savingmedical care and integrated protection services. The scope of IRCs integratedprotection emergency response includes Womens Protection and Empowerment(WPE), child protection (CP), and Protection Rule of Law (PRoL, or broaderhumanitarian protection) for communities and individuals affected by thefloods. IRC is working directly to implement emergency activities but alsocollaborating with international and local agencies as well as governmentauthorities, expanding protection interventions to include community-basedprotection and MHPSS across all project locations. The WPE Case Worker Supervisorwill supervise case workers as well as conduct and monitor WPE activities bothoutreach and in the women safe space and ensure that women and girls receivequality services that are needed and desired.
MAJOR RESPONSIBILITIES:
Oversee implementation of women protection and empowerment activities in the women and girls safe spaces (WGSS).
Monitor and support WPE case workers including through direct supervision and coaching to identify and implement timely, survivor-centered, and age-appropriate case management services to adolescents and women reached by the protection team and ensuring strict adherence to the humanitarian guiding principles.
Create a safe and supportive environment for GBV Caseworkers, develop tailored capacity building plans for the caseworkers, including plans for self-learning.
Oversee distribution of material/in- kind assistance to survivors and vulnerable women and girls
Support the implementation of outreach activities and at the WGSS including group psychosocial support (PSS) to women and girls, safety planning and facilitate sessions focused on building awareness of different themes related to their wellbeing and PSEA.
Function as hands-on supervisor for daily focused and non-focused PSS activities.
Support the development or revision of guidelines and resources for awareness raising sessions and information dissemination activities.
Participate in the development of GBV information materials as well as PSS tools/resources and activities for women and girls in target communities.
Contribute to the development and effectiveness of referral systems and pathways.
With support from WPE Senior Officer, schedule and lead weekly activity meetings for the WPE team and develop weekly activity plans.
With the support of the WPE Senior Officer, set up and maintain individual case files and ensure all required documentation is completed in a timely manner and in accordance to GBV guiding principles and IRC standards.
Perform document review for data entry of the receptionist and the case workers.
Complete weekly and daily activity reports.
Collaborate with and keep the WPE Senior officer appraised of operational issues, staffing, resources, and needs, and highlight any key information necessary for women and girls services to remain relevant.
Update and report on the daily movement plan for the case workers.
Coordinate with child protection, PROL, Health, and any other sector to strengthen integration and referrals.
On request from the supervisor, represent IRC in relevant external coordination forums.

Qualifications
JOB REQUIREMENTS:
University degree in social sciences (i.e., social work, counseling, sociology, psychology, gender studies, human rights, etc.).
At least 2-3 years of experience in working in the social sector, particularly with women.
GBV Case Management experience is mandatory.
Experience supervising psychosocial programs, providing psychosocial support and/or working on womens empowerment.
Experience supervising and supporting employees.
Strong belief in and commitment to human rights and gender equality.
Strong understanding of case management principles, procedures, and practices, psychosocial support, and life skills programming to promote survivor healing and recovery.
Emotional maturity and stability to resolve conflicts in a non-violent way and maintain appropriate boundaries.
Training and facilitation experience
Ability to write reports and present information effectively.
Good interpersonal skills including ability to gain trust and build relationships.
Ability to handle multiple tasks, proven self-initiative and problem-solving abilities.
Fluent in Arabic and English languages
Be able to work in a stressful setting and adapt quickly to changing environments.
Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
Key Relationships: Theposition will work closely with WPE Caseworkers, Facilitators, CP Caseworkers,Officers staff from other departments such as security and safety staff, supplychain and health.

Position Reports to: WPE Senior Officer
Working Environment: This positionwill be based in WGSSs and involve outreach activities, including travellingbetween flood affected areas in the region.
