Job Description:
Job Description Summary: The purpose of this position is to provide leadership and technical oversight on program quality, design, monitoring, evaluation, accountability and learning for all programs and projects in WV Lesotho. Coordinate development and review of country office strategy and ensure alignment of programs to country strategy including field compliance to LEAP standards and requirements to ensure quality programs and projects that contribute to achievement of strategic objectives and delivery of impact. Promote learning through a functional knowledge management system and ensure documentation, sharing and utilization of knowledge and evidence to facilitate learning and innovation, enhance decision-making and improve quality of programs and its effectiveness.
In coordinating strategy, this position will facilitate strategy review, monitoring through a structured approach adhering to WVI strategy framework and apply strong analytical skills using available data to better understand strategic and operational issues that may impede progress across any area of WVI Lesotho operation.
This will be achieved through proving guidance and technical insights in programme design, monitoring, evaluation, accountability, learning (DMEAL) and impact. This position will support a wide range of program design and implementation issues in line with World Visions program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming delivered by WV Lesotho.
This position will work with implementing teams to assess program quality gaps, develop and monitor joint strategic plans to drive improved program quality. This will include optimizing WV existing systems and approaches to enhance the use of program data for adaptive management, decision-making and impact reporting.
Key Roles & Responsibilities
Strategy Management (30%)
- Working with the Senior Leadership Team (SLT) ensure country strategy alignment to the Partnership Strategy and the SDG with clear ministry alignment, objectives and programme design.
- Contribute towards the development of sub strategies including technical designs and Area program plans, Resource development strategy etc.
- Ensure that Annual Business Plan is developed in consultation with the SLT and approved by the key stakeholders.
- Lead and facilitate annual strategy review process to review progress of objectives, targets and management deliverables.
- Ensure effective strategy monitoring and reporting mechanisms are in place to track strategy execution.
- Work closely with and technically lead the Clusters DMEAL staff and Technical Programs Managers (TPMs) and provide high quality support and guidance to the to ensure regular field data collection, analysis of raw data and internal datasets to develop new insights that will guide WVIL integrated programming and operational excellency. Lead and conduct analysis, and create reports and input required to support evidence-based decisions. Link diverse data sets to help WVIL Senior Leadership Team and all WVIL staff better understand operational dynamics, issues and possible solutions. Demonstrate best-in-class analytical skills around complex data and draw out insights that are relevant and useful.
- Lead and establish an integrated programs data reporting flow and monitoring system for sponsorship, all grants and projects implemented in WVIL as per the partnership standards. Ensure strong monitoring practice across all programmes: ensure monitoring system, staff, tools and coherence across whole WVIL portfolio of activity, output, outcome and contribution to impact monitoring.
Expected Results:
- Approved quality and evidence- based country strategy aligned with WVI strategy and government plan.
- Technical program design, areas program plans, resource development plans and departmental plans aligned to WVL strategy.
- WVL operations delivers /achieves 80% of the outcomes on its strategy annual targets
- NO has proper strategy monitoring system in place with established dashboard to be used for organization communication and decision making.
- Engage with the Regional Strategy Network
Strategy Support Team Coordination (10%)
- Provide Strategy Support Team (SST) processes for the NO including developing an action plan.
- Support Lesotho SST action plan execution to ensure adequate support from Support Offices (SO), National Office leadership and Southern Africa Region (SAR) in its implementation
- Coordinate recommendations for improving Strategy review recommendations emerging SST strategy review process.
Expected Results:
- SST engagement leads to improved ministry impact and program quality.
- NO leadership, Support Office and Regional Office members are held accountable to SST action plan through regular SST meetings
- Technical expertise accessed to support delivery of Field Office Strategy.
MEAL and Impact Technical Leadership (40%)
- Provide strategic leadership in evidence-based child focused programming and M&E.
- Provide leadership in the implementation of WVI MEAL systems that meet donor requirements and adhere to World Visions M&E policies, procedures, and practices.
- Perform frequent quality checks to ensure the data reported by the technical, Sponsorship, grants and Ministry teams show correct, updated and accurate information.
- Lead and establish an integrated programs data reporting flow and monitoring system for sponsorship, all grants and projects implemented in WVIL as per the partnership standards. Ensure strong monitoring practice across all programmes: ensure monitoring system, staff, tools and coherence across whole WVIL portfolio of activity, output, outcome and contribution to impact monitoring.
- Develop performance dashboards with updated progress for all strategic pillars and regularly (Monthly, Quarterly, Semi-Annual and Annual) share with SLT and all WVIL Staff.
- Lead customization and design of digital forms for data collection and the design of approaches for data visualization that facilitate use of data and quality reporting.
- Create and nurture an effective, collaborative & High Performing evidence and impact team and ensure quality and timely delivery of all WVI programming MEAL products and deliverables.
- Collate and share with senior management and operations team strategic, concise and timely results on all NO programme baselines, semi-annual and annual programme outputs and inputs, evaluations,
Expected Results:
- NO adherence to WVI MEAL programming and quality standards including LEAP, Program Quality and Transformational development promoting evidence based and sustainable programming.
- MEAL system and processes established and functional at all levels.
- Outcome monitoring, baseline and evaluation assessments and all other technical assessments are conducted to meet the expected quality standards.
- MEAL and Impact leadership provided to all DME and technical functions
Knowledge Management, learning, Research and External engagement (15%)
- Promote learning and innovation in WVL MEAL processes, strengthen utilization of knowledge assets to achieve WVL ministry objectives.
- Lead applied research approaches in alignment with the Southern Africa regional evidence agenda and position WVL as an evidence base and impact led organization.
- Lead WVL knowledge management and learning efforts through collecting and analyzing program data across WV programming areas; measuring program impact, capturing and sharing lessons learned and best practices, research and internal reports.
- Support documentation of sector ministry promising practices and package for impact reporting that is accessible to internal and external stakeholders.
Expected Results:
- Established and well natured relationships with donors, peer organizations, research and other institutions in Lesotho.
- Active participation in National MEAL forums to collect and share best practices and promote WVLs work.
Governance (5%)
- Facilitate the Ministry and Strategy committee for the Advisory council, ensuring that the AC tracks at strategic level strategy performance under Ministry Impact and Operational Excellence.
- Working with the Integrated Programmes Director, regularly prepare ministry impact performance reports that reflects WVL contribution to Child Wellbeing Objectives.
Expected Results:
- Ministry and Strategy Committee regular update reports produced.
- Support implementation of Peer Review Ministry Impact recommendations
People Management (5%)
- Provide strategic leadership coaching and mentoring to the Lesotho Design Monitoring and Evaluation team ensuring targets are met and adherence to program quality standards.
- Facilitate regular capacity building and coaching sessions towards building a strong and high performing team

Qualifications & Experience:
- Masters Degree in Monitoring & Evaluation/Statistics & Demographics/Research or a related discipline with 5 years work experience in International Non-Governmental Organizations;
OR
- Bachelors Degree in Monitoring & Evaluation/Statistics & Demographics/Research or a related discipline with 10 years work experience in International Non-Governmental Organizations;
- A qualification in Project Management will be an added advantage.
Competencies and Skills:
- Proven experience in data management and program integration for impact;
- Knowledge of statistical analysis software and skills in quantitative and qualitative data research and analysis including but not limited to study design, survey instrument design and use, establishing and measuring outcome and process indicators, sampling, data analysis plans, data cleaning, and statistical analysis
- Demonstrated ability to guide, coach, train and mentor a diverse team under different functions, programs and projects;
- Demonstrated expertise in development of user-friendly tools and resources for MEAL and utilization of learning platforms for helping others learn.
- A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;
- Strong written and verbal communication skills with a demonstrated ability to review, synthesize information and produce quality reports;
- Experience in evaluating and reporting on results for donor-funded projects;
- Project Management and design experience, as well as project implementation and monitoring & evaluation;
