Indonesia has charted remarkable progress on itspath toward universal health coverage (UHC). Health insurance coverage has rapidlyexpanded to almost 90 percent of the population and the share of out-of-pocket(OOP) expenditures has decreased by nearly 24 percentage points since 2013, after the introduction of JaminanKesehatan Nasional (JKN) or National Health Insurance in 2014. Despite thesemajor achievements, several challenges remain, especially in lowering maternalmortality rates, reducing stunting prevalence, and curtailing tuberculosis.Regional and income-related inequalities in health outcomes also persist,highlighting the importance of good governance and health information systemsto better target resources.
The Indonesia health and nutrition teamin the Jakarta office is engaged in supporting the health sector and the socialsecurity apparatus through several related financing operations- using a results-basedfinancing instrument across the portfolio, supported by complementary technicalassistance and analytics.
(a) Indonesias Supporting Primary HealthCare Reform (I-SPHERE) aims to strengthen the performance and quality of Indonesiasprimary health care nationally, with an additional focus on Eastern Indonesia.It is a US$150 million program with a focus on supporting primary care reformby improving data use and accountability, strengthening the accreditation ofprimary health care facilities, and enhancing performance-based financingthrough JKN and inter-government transfers.
(b) Investing in Nutrition and Early Years(INEY) is a US$400 million multi-sectoral program supporting the Governmentsprogram to strengthen investment in activities that delivery priority nutritioninterventions for maternal and child health and nutrition services, water andsanitation, early childhood education and development, and social protection. Asecond phase of INEY2 in an amount of US$ 600 million has been recentlyapproved, to be implemented during 2023-2028, and is co-financed by GlobalFinancing Facility and Gavi.
(c) Indonesia Emergency Response toCOVID-19 program is a US$ 750 million-dollar program, also supported by US$ 1billion in co-financing from partners, that supports the Government ofIndonesia in responding to the COVID-19 pandemic and rolling out a nationalCOVID-19 vaccination program. It is co-financed by Asian InfrastructureInvestment Bank, KfW and Government of Australia.
(d) Indonesias National Health InsuranceReforms and Results Program, approved in December 2021, is a US$ 400million-dollar program, also supported by US$ 2.33 million in co-financing fromthe Gates Foundation, that supports the Government of Indonesia in improvingthe efficiency and sustainability of the JKN program and leverage its influencefor better quality of health services.
(e) A new operation on strengthening theNational Tuberculosis Response Program for Results (TB PforR) that was declaredeffective in January 2023 is focusing on improving accountability of thesubnational governments in TB program, increasing the involvement of theprivate sector especially at the primary level of care, and the use of digitaltechnologies. The PforR uses health system approach to address longstandingchallenges of the TB program, and is co-financed by the Global Fund.
(f) A Human Capital Development PolicyLoan was approved in FY22 and supports several key health policy actions.
(g) A new Health Systems Strengthening operation,focused on addressing health infrastructure requirements at all levels of theIndonesian health system, is currently under preparation for an expected WorldBank financing of over US$ 1.4 billion, and is scheduled for approval inDecember 2023.
(h) The analytical work undertaken throughReforms to Strengthen UHC in Indonesia program of analytical work supports theGOIs efforts to accelerate and sustain progress towards UHC. The programaddresses systemic challenges in the health sectors governance and accountability, financing beyond JKN, and the quality-of-servicedelivery that hinder progress to UHC. The Global Fund, Global Financing Facility,Government of Australia, Government of Japan and the Gates Foundationco-finance this Programmatic Advisory Services and Analytics (PASA) and its technicalassistance activities to support the aforementioned operations.
(g) Multisectoral Nutrition program ofanalytical work provides analytical underpinnings and technical assistancesupport to implement a multisectoral convergence approach to addressingmalnutrition and child development in early years. This program is supported bythe Global Financing Facility for Women, Children and Adolescents, and by theIndonesia Human Capital Accelerator multi-donor trust fund.
The Indonesia HNPteam also supports the World Bank HNP program in Timor Leste that is a post-conflictlower middle-income country with significant development challenges, includingvery high levels of stunting, and a growing portfolio of health and nutritionoperations and analytical work.
The Indonesia andTimor-Leste HNP team is looking to hire an ETC-Health Analyst to support its growingportfolio of operations and analytical work.

The selected candidate will be offered aone-year appointment, renewable for an additional one year at a time, at thediscretion of the World Bank Group, and subject to a lifetime maximum ET Appointmentof three years. If an ET appointment ends before a full year, it is consideredas a full year toward the lifetime maximum.
Roles & Responsibilities:
The ETC- Health Analyst will be based in Jakarta and will report to the Practice Manager for Health, Nutrition and Population Global Practice responsible for the EAP HNP portfolio.
The ET Consultant will have the following key responsibilities, inter alia:
As a team member, closely support health and nutrition lending operations and analytical work of the Indonesia health and nutrition team;
Contribute, support and facilitate the assigned operations and the related analytical work program, engaging with client ministries and internally within the World Bank;
Support the World Bank Indonesia Health team in delivering high quality technical assistance activities for the assigned operations by tracking, facilitating and co-organizing the relevant capacity-building activities, including meetings, workshops, seminars, etc.;
Organize and support implementation support missions of the assigned operations;
Support and contribute in analytical work related to the scope of the assigned operations;
Partake in and contribute to technical dialogue with government counterparts including at the national and sub-national levelsand with other relevant partners in relation to the assigned World Bank operations;
Undertake field missions to different parts of Indonesia as and when necessary, for implementation support as well as for analytical work related to the assigned operations
Support the Health team efforts in working closely with other GPs, the Country Management Unit, and external partners in the health portfolio;
Draft and review operational documents such as Aide Memoires, Implementation Status Reports, and updates to management and partners
Contribute to the development, writing and dissemination of case studies and papers on lessons learned with the Governments, Bank staff, and international partners
Contribute to the development of regular reports, management briefs, other formal communications using the World Bank system.
Respond to ad hoc information requests from internal and external parties.
Carry out any other activity required as part of the health and nutrition portfolio in Indonesia and Timor Leste
Selection Criteria
Masters degree in public health, epidemiology, health economics, health financing, public policy and management, business administration, or a professional clinical degree (medicine, nursing) Candidates without a core qualification in at least one of these domains need not apply.
Minimum of 2 years of relevant experience in one or more of the following areas: health systems, public health, epidemiology, surveillance, health economics, program management, service delivery, monitoring and evaluation, operations research in health. Experience in two or more of these areas is advantageous.
Prior experience of working with international organizations is desirable.
Prior experience of working in the Indonesian health sector at the national level is highly desirable.
Excellent communication skills and fluency in English is essential for this position.

Required Competencies:
Technology and systems knowledge - Demonstrates advanced knowledge and experience working with Microsoft office applications (Excel, PowerPoint, Word, etc.). Has the ability and willingness to maintain up-to-date knowledge and skills in technology.
Project and task management- Exhibits good organizational and problem-solving skills and ability to work competently with minimal supervision. Demonstrates attention to detail and quality. Has the ability to manage multiple tasks and complete tasks within the agreed schedule.
A drive for results, including a proven track record of high standards/accountability for work products, meeting target dates, an ability to prioritize tasks within the work program; and the ability to work collectively with others on the team to deliver products of the highest caliber.
A demonstrated record of making substantive contributions to complex operational engagements, including as team leader or team member with significant operational responsibilities.
Demonstrated skills in policy dialogue, policy reforms, and/or service delivery innovations, and working across sector boundaries. Demonstrated track record of synthesizing analytics and results into user-friendly written outputs.
Proven analytical skills and the ability to inform high-level policy dialogue through strong communications (including writing) skills.
Demonstrated ability in time management and to work under multiple deliverables. The successful candidate should be able to work with multiple team leaders and handle multiple tasks effectively, meet target dates, manage uncertainty, and adjust to a changing work program. Superior client orientation, interpersonal and diplomatic skills, and ability to support dialogue with high-level government officials.
