Legal Vice Presidency.In the context of the World Bank's broad development agenda, the Legal Vice Presidency (LEG), under the Senior Vice President and Group General Counsel (SVP-GC), is responsible for providing legal advice and support to internal and external Bank clients on operational, advisory, financial, administration, and institutional matters.
LEGOP The Operations Policy Unit (LEGOP) provides advice and expertise on operational policies in support of the development, implementation and application of operational policies, as well as provision of advisory and specialized legal services (including elaboration of global public goods), as described below. LEGOP works closely with Operations Policy and Country Services (OPCS) Vice Presidency and other corporate as well as operational units, as well as with LEG Management, and provides additional, topic-specific advice and assistance to country lawyers regarding operational policies and specialized legal advice as they relate to specific financing operations. In addition, LEGOP helps to ensure that all World Bank activities comply with the institution's Articles of Agreement, as well as its operational policies and procedures.
LEGOP invites qualified candidates to apply for a Program Assistant position based at HQ in Washington, D.C.
Selected candidates will work under the general supervision of the LEGOP Chief Counsel with day-to-day guidance provided by one or more Lead or Senior Counsels.
Responsibilities and Accountabilities
Providing administrative support to LEGOP Chief Counsel (including management of calendar), lawyers, legal analysts and paralegals as required.
Coordinating the efficient delivery of specific tasks in a timely manner and setting measurable goals and evaluate performance of tasks.
Proofreading, formatting and editing of legal agreements, and producing accurate written and electronic documentation and communications.
Assisting with preparation of execution copies of agreements and processing through DocuSign (or other e-signature platform)
Managing P Card expenses including monthly expense reconciliation in SAP
Assisting with Administrative and Corporate Procurement, and related contracting implementation for the Unit
Assisting with HR appointments in the Unit
Providing accurate filing of hard-copies and electronic documents, based on the Access to Information Policy.
Delivering quality work product within tight deadlines.
Scheduling, organizing and planning meetings, retreats, conferences as required.
Providing support with travel arrangements, LARS and TRS issues.
Providing project management support in different areas including LEGOP recruitment, conference/seminar organization and others as needed.
Ensuring that knowledge is accurately captured, managed and stored in the LEGOP electronic folders and the LEG Portal.
Using Bank standard word processing or desktop publishing software to assist in document production according to standard Bank formats and distribution.
Anticipating issues that may jeopardize the success of a task and recommending and implementing proactive solutions.
Providing support and leadership on the implementation of new IT solutions and evaluating and testing new systems.
Interacting with LEGOPs clientele (internal and external), including donors, government officials, consultants, public/private organizations, etc.
Building positive, nurturing relationships within the team and establishing effective and professional communication channels with the team and with others outside the team.
Undertaking other ad-hoc duties as may be required by the Chief Counsels, assigned lawyers and/or the ACS coordinator.
Selection Criteria
General Competencies Required
High school diploma with five years of experience (or equivalent combination of education and experience) required, bachelors degree preferred.
Ability to multi-task and effectively prioritize competing tasks to deliver high-quality output within tight deadline.
Good knowledge of World Banks organization, procedures and practices, and systems.
Demonstrated initiative and ability to make appropriate linkages in work requirements and to anticipate next steps.
Excellent attention to detail, including proof reading documents for accuracy and entering information accurately.
Good interpersonal communication, strong written and oral communications skills;
Strong client orientation and demonstrated ability to operate sensitively in a multi-cultural environment and diplomatically with high level dignitaries.
Effective time management and organizational skills.
Good judgment and tact when handling sensitive issues.
