The AWFC1 countrymanagement unit (CMU), covers 5 countries (Cabo Verde, The Gambia, GuineaBissau, Mauritania and Senegal) and delivers Advisory Services and Analytics(ASA) and lending services to these countries.

Roles and Accountabilities
The Public Sector Specialist, based inWashington, will be under the supervision of the Governance Practice Managerfor the Unit in charge of Africa Francophone group countries, EAWG1 (CaboVerde, Gambia, Guinea Bissau, Mauritania, Senegal, Chad, Guinea Conakry, Mali,Niger, Benin, Burkina Faso, Cote dIvoire, and Togo). The Public Sector Specialistwill focus mostly on the programs in the Senegal and Cote dIvoire countrymanagement units where he/she will provide support to the Governance program inthese countries.
He/she will be expected to:
Contribute to the preparation and supervision of public sector governance operations (especially Program for Results) and ensure effective and timely delivery of programs;
Contribute and lead analytical products related to governance, especially on decentralization, civil service reforms or SOEs reforms and contribute to Implementation completion reports (ICRs);
Actively engage in dialogue and build working relationships with key government counterparts and development partners; and Contribute to business development.
Selection Criteria
- The successful candidate will be aprofessional with experience on public sector reforms, and good knowledge ofWestern Africa. Specifically, the candidate will be selected on the basis ofthe following competencies:
- MA/MS degree in economics, political economy, or public administration;
- Minimum 5 years of relevant professional experience with a strong record on analytical products and policy advisory services to government (in particular PFM, civil service reform and decentralization);
- In-depth technical and sectoral expertise in the areas of civil service, good governance, transparency and accountability, fiscal management/economic governance, and political economy;
- Proven track record in project and program design, management, and implementation in public sector reforms;
- Track record of publications;
- Strong team player and proactive team member with a clear ability to work effectively with others in a multicultural environment, but equally able to work autonomously;
- Able to take initiatives;
- Fluent in English and French (written, read, and spoken).
